The Needs Assessment section is a statement of the problem you hope to solve with the implementation of your project In this section, you explain the problem and then you need to utilize as many facts and figures as possible. For example, if you are seeking funding for elderly housing, you will need to explain in detail the need for the housing, and illustrate that need with demographic information including charts if applicable.
The Goals and Objectives are listed in manner so that the funder can understand exactly what you intend to accomplish with the grant money you are requesting. This listing will also be an important tool to be used in order to design your Evaluation Process.
In the Program Description, you need to present a clear description of exactly what you will do with the grant money if in fact, you are awarded a grant. This is the section where you need to walk the funder through your program design, step by step, exactly as you have envisioned it.
Generally most funders will require some type of an evaluation, so you need to design and describe an Evaluation Process. The easiest way to do this is to revisit the Goals and Objectives, and show how you will demonstrate that each has been accomplished. For example, if one goal is to form a committee to hire a lawyer, the evaluation criteria will be a statement that the committee was formed on a specific date and with a specific mandate as to requirements that the lawyer must meet for the job.
